Master Sergeant Washington was born and raised in Temple, Texas. He entered the active military service May 20, 1992. He attended Basic Training at Fort Jackson, SC and Advanced Individual Training at Fort Lee, Virginia.

His awards and decorations include the Meritorious Service Medal (1OLC), Army Commendation Medal, (5 OLC), Army Achievement Medal (4 OLC), Good Conduct Medal (8th Award), National Defense Medal (1 Bronze Star), Global War on Terrorism Expeditionary Medal, Korea Defense medal, NCO Professional Development Ribbon (3), and the Overseas Service Medal.
